Course schedule:
Armen Ghalumyan holds a PhD degree in Information and Communication Technology (ICT) Management. Since January 2024, he has been the head of postal & delivery at Cullen International, a Brussels-based leading regulatory intelligence provider in a number of sectors including telecoms, digital economy, media, postal, sustainability, etc. Between 2015 and 2022, he worked as a senior telecom and postal analyst at the same company. Mr Ghalumyan possesses more than 10 years of consultancy and coordination experience on technology development assignments financed by the World Bank, the European Bank for Reconstruction and Development (EBRD) and the United Nations Food and Agriculture Organization (FAO). Prior to earning his PhD, Mr Ghalumyan had obtained Master’s degrees in IT Management and in Business Administration. He is the sole author of seven articles based on his research findings. Mr Ghalumyan has been residing in Luxembourg since 2022.
